The consensus document published in this issue formulated by AAEM, CORD, and SAEM
is in response to certain issues raised by a 1998 position paper put forth by the
Federation of State Medical Boards (FSMB). The recommendations in the FSMB position
paper are now being considered for adoption by individual State Medical Boards. The
issue that has sparked the most controversy in Emergency Medicine (EM) is the proposal’s

requiring 3 years of accredited postgraduate training before full independent licensure.
The FSMB’s intent to raise the minimum training standard for the independent practice
of any physician practice is clear.
